Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are waged: hopeful statements are delivered from multiple capitals. Considerable effort is allocated on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capacity provided through timely intelligence. From witness perspectives, military aircraft that had been scrambled to counter approaching aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems engaged: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by partner states. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly becomes sober acceptance: maybe the incoming missile won't strike its target this time, preventing destruction from ruin and further power outages.
Persistent Threats
Not long after, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a rapid response unit – most likely imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's vital need on international aid – a dependence that neighboring countries are clearly incapable to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new initiative from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, persist.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unrealistic to force Russia to abandon the land that it currently occupies in Ukraine's occupied territories.
The issue is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not change more in its favour in the months ahead.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a complete military breakdown until situations evolve in its benefit.
Present Conditions
Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
